Montgomery County, PA – September 9, 2026 − Senator Maria Collett (D‑12, Montgomery County; Caucus Chair) announced today that the Pennsylvania Commission on Crime and Delinquency (PCCD) approved more than $4.5 million in Federal Victims of Crime Act (VOCA) grant funding to support victim services, domestic violence programs, child advocacy efforts, and elder victim protections across Montgomery County.
“These organizations work every day to help survivors find safety, healing, and justice,” Senator Collett said. “I’m proud to support and champion funding that strengthens their ability to serve our neighbors in some of their most difficult moments.”
The awards were approved at PCCD’s September 9, 2026 meeting and will support critical programs serving communities throughout Montgomery County.

“Whether supporting survivors of domestic violence, protecting older adults, responding to child abuse, or helping victims rebuild their lives, these programs play an essential role in keeping our community safe,” said Senator Collett. “This funding ensures Montgomery County organizations have the support they need to continue providing compassionate, high‑quality care to our friends and neighbors at their most critical moments.”
PCCD also approved the new FY 2026‑27 Violent Incident Clearance and Technological Investigative Methods (VICTIM) Program Funding Framework with applications opening in the coming weeks. This statewide program will provide resources for law enforcement agencies to improve clearance rates for homicides and other violent crimes and expand compliance with National Incident-Based Reporting System (NIBRS) requirements.
The newly approved VICTIM Program will offer two tracks of funding:
- NIBRS Readiness Grants (up to $50,000 per award) to help agencies become NIBRS compliant.
- Implementation Grants (up to $500,000) for NIBRS-compliant agencies to invest in investigative tools, evidence processing technology, witness support, personnel training, and other eligible activities aimed at improving violent crime clearance rates.
