Fort Washington, PA. − June 12, 2026 − Senator Maria Collett (D-12 Montgomery, Caucus Chair) has announced $3,030,000 in grant funding for affordable housing and housing stability services in Montgomery County through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) fund.

“Far too many Pennsylvanians – including residents here in Montgomery County – are struggling to afford stable housing in their communities,” Senator Collett said. “I’m proud to announce these investments from the PA Housing Finance Agency to expand local housing stock, provide homelessness prevention services, and keep more Pennsylvanians safe in their homes.”

Grant recipients in Montgomery County include:  

  • Abington Township – $200,000 for the Abington Township Emergency Repairs Program
  • Clarifi – $80,000 for Housing Counseling in Montgomery County
  • Eternal Life Christian Center – $100,000 to complete critical renovations that will preserve affordable housing for low-income residents
  • Family Promise Montco PA – $150,000 for Day Shelter Safety Enhancement to ensure families with children experiencing homelessness have a safe place to stay during the day
  • Family Promise Montco PA – $200,000 to prevent homelessness for 97 households by providing rent, utility and moving assistance
  • Habitat for Humanity of Montgomery and Delaware Counties – $150,000 to acquire and rehabilitate three residential units
  • JW 320 W Main, LLC – $200,000 for 318 W Main Street Units Rehabilitation, creating two new, quality apartments in downtown Norristown
  • MCHA – $300,000 for Elevator Replacement at Robert P. Smith Towers
  • Norristown Hospitality Center – $250,000 for Homeless to Housed: Pathways to Stability, helping at least 90 households resolve their homelessness
  • Norristown Hospitality Center – $200,000 to acquire and rehabilitate a new facility to serve as a day shelter for people experiencing homelessness: the Montgomery County Housing Stability Services Hub
  • Preservation Pottstown, Inc. – $150,000 for Mosaic CLT Homeownership Rehabilitation and Housing-Related Services Project #4, providing single system rehabilitations for five units
  • TriCounty Community Network on behalf of Resilient Students Network – $150,000 for Resilient Students Network: Partners for Student Stability to prevent student evictions
  • Your Way Home – $300,000 for an Emergency Shelter Project to support operations and services for at least 100 eligible households
  • Your Way Home – $300,000 for the Home Rapid Rehousing Project, which will provide permanent housing subsidies for up to 100 eligible households
  • Your Way Home – $300,000 for Home Supportive Services, helping to end and/or prevent homelessness for up to 100 individuals and families

The PHARE Program is managed by the Pennsylvania Housing Finance Agency. Since 2012, the program has received a portion of the impact fees collected from natural gas companies operating in the state with the goal of addressing an affordable housing shortage caused by the economic impact of drilling. That is supplemented by a portion of the realty transfer tax funding.  

During this round of funding, $93.4 million was distributed to support 432 projects across all 67 counties.
