The Family Care Act would establish a statewide paid family and medical leave program for working Pennsylvanians.
Harrisburg, Pa. — Today, Senator Maria Collett’s (D-12 Montgomery, Caucus Chair) Family Care Act, SB 906 passed the Senate Labor & Industry Committee in a 9-2 vote. The bipartisan legislation, introduced with Senator Devlin Robinson (R-37), would establish a statewide paid family and medical leave program.
“SB 906 says work and family shouldn’t be in constant conflict. It says working Pennsylvanians deserve the protection to care for the people they love without losing everything,” Collett said. “Today’s vote brings us one step closer to final passage of what so many across Pennsylvania know is the most impactful legislation for working families in a generation. And finishing this job is something we can all take pride in. We can deliver real relief and real help to our small businesses, the backbone of our economy.”
This legislation would establish a state-run paid leave program administered by the Department of Labor & Industry. Eligible workers can use the fund for up to 20 weeks of paid leave per year for:
- Birth, adoption, or foster placement of a new child
- Personal serious health condition
- Caring for a family member with a serious health condition
- Military deployment or related family needs
- Support for a family member who is a victim of violence
Today’s vote follows a Monday press conference at the Capitol, where Collett, House leadership and members of the Senate Democratic Caucus urged the Senate majority to take action on paid family leave.
SB 906 must pass the Senate Appropriations Committee and a Senate floor vote, before advancing through the Pennsylvania House in order to reach Governor Shapiro’s desk. The House version of the bill, HB 200, passed the House in March 2026 and now sits in the Senate Labor & Industry Committee.
If signed into law, Pennsylvania would join fourteen other states offering paid family and medical leave to eligible workers.
